The basis for assessing the conformity of products are EU directives/regulations, the so-called New and Global Approach directives. It is the responsibility
of the entity placing on the market or putting into service a product to prove its compliance with the essential requirements contained in the relevant directive/regulation. Compliance with these requirements must be declared by issuing a so-called declaration of conformity and affixing the appropriate marking on the product. Without the CE marking (or, in the case of the Marine Equipment Directive, the steering wheel symbol), the manufacturer has no right to place such goods on the market or put them into service. This is because the marking is a passport that allows the product to be made available in the common market of the European Union.

In the case of certain conformity assessment procedures, it is stipulated that it is necessary to resort to the services of a notified body, as an independent institution - a participant in the conformity assessment process.
